警戒宣言時の対応(強化地域内)

避難
●避難対象地区の方は、指定されている避難地(原則として屋外)へすみやかに避難。
●避難対象地区以外の方は、耐震性が確保された自宅での待機等安全な場所で行動。

ライフライン
●飲料水・電気・ガスは供給継続。

電話
●一般通話利用制限あり。(警戒宣言前の段階から「災害用伝言ダイアル171」を提供)

鉄道・地下鉄
●強化地域内への進入を禁止、最寄の安全な駅に停車。
●震度6弱未満、津波なしの地域では、安全に運行可能と判断した場合は、運行継続可 ※JR東海の新幹線:名古屋−新大阪間の運行継続。

バス・タクシー
●運行中止。(安全な場所に停止し、旅客に避難地を教示)

船舶
●入港制限、港内停泊中の船舶の移動。

一般道路・高速道路
●走行は極力抑制・流入を極力制限。(流出は制限無し)
●インターチェンジからの流入制限・強化地域内への流入制限。(流出は制限無し)

金融機関
●一部のオンライン稼動を除き営業中止。
●普通郵便局、集配特定郵便局は郵便貯金の払渡しの窓口取扱い(通常の営業時間内で)を行う。

百貨店・コンビニ等
●原則営業中止・耐震性を有するなど安全性が確保される場合は、営業を継続できる。

病院
●原則外来診療中止・耐震性を有する病院は診療を継続できる。

学校
●東海地震注意情報が発表された場合、授業中止、児童・生徒等は下校。(保護者引渡し)

県の施設
●県民が利用する施設は、東海地震注意情報が発表された場合、原則として閉館する。


Response to an Earthquake Warning (in the designated Areas under Intensified Measures)

Evacuation
●Residents from an evacuation-designated area shall evacuate to designated refuges (outdoor in principle).
●Others shall stay at home in earthquake resistance buildings, or other safe places.

Lifeline
●The supply of drinking water, electricity and gas continues.

Telephone
●Use of regular phone lines may be restricted (Prior to the announcement of an earthquake warning, "Disaster Emergency Dengon Dial 171" service starts.

Railway and subway
●Railway and subway operations are not allowed in the Areas Under Intensified Measures. Trains stop at the nearest safe stations.
●Railway and subway operations are allowed in the areas where the earthquake intensity level is below lower 6 and no tsunami occurs, when it is determined that the trains can be operated safely. *JR Tokai Shinkansen provides services between Nagoya and Shin-Osaka.

Bus and Taxi
●Bus and taxi services stop (drivers pull over at safe places and guide passengers on how to get to refuges).

Boats
●Use of harbors is restricted. Boats in the harbors are moved.

Roads and expressways
●Car travel is controlled as much as possible. The inflow of cars is minimized (no restriction on the outflow).
●The inflow from highway interchanges is restricted. The inflow to the Areas Under Intensified Measures is restricted (no restriction on the outflow).

Financial institution
●Business operations are suspended except for some online operations.
●Ordinary post offices and collection and delivery post offices provide services to withdraw money from postal savings accounts during usual window-sarvice hours.

Department stores and convenience stores
●In principle, business operations are suspended unless the buildings are earthquake resistant.

Hospitals
●In principle, hospitals discontinue outpatient services unless the buildings are earthquake resistant.

Schools
●In the event that a Tokai Earthquake Precaution Announcement is made, classes will be dismissed, and children and students will be handed to parents.

Prefectural facilities
●In the event that a Tokai Earthquake Precaution Announcement is made, in principle, the various facilities used by citizens will be closed.
